WILLIAM C. OVERMAN JR.

William Charles Overman Jr., a professional engineer and founder of William C. Overman Associates, died Dec. 11, 1995, at his home in Virginia Beach.

Mr. Overman graduated as a distinguished honor graduate from the Virginia Military Institute. He received a B.S. in Civil Engineering. He was a member and one of the founders of the original Cadet Marching Band and was a member of the Beta Commission of Kappa Alpha Fraternity. He received his Master's Degree in Sanitary Engineering from the University of North Carolina at Chapel Hill. Upon graduation he returned to VMI to teach before being called into the Army as a Sanitary Engineer in the Medical Service Corps.

Before moving to Virginia Beach in 1955, Mr. Overman was employed by Greeley and Hanson Consulting Engineers, Richmond, Va., and the State Department of Health. He came to Virginia Beach to join Frank D. Tarrall Jr. and Associates. He later joined Langley and McDonald, Consulting Engineers of Norfolk. Subsequently he became a partner in Langley, McDonald and Overman. In 1977 he founded William C. Overman Associates, P.C. and served as its President and Chairman of the Board until 1991. He served as an Engineering Consultant to local governments and their agencies and as a member of advisory committees to agencies of the Commonwealth of Virginia for 40 years. He assisted governing bodies in the creation and financing of Water and Sewage Authorities, Sanitary Districts and similar agencies for the engineering, planning and design and for the administration, operation and fiscal planning of publicly owned utilities. He provided the engineering services required for the acquisition and consolidation of several of the largest privately held utilities companies in Virginia and was responsible for negotiating contracts between governmental entities for the provision of utility services. He assisted both private and public sector utilities in the development and securing of short-term financing.

Mr. Overman was President and Chairman of the Board of Schmidt Estates Inc., a real estate holding company in Richmond. He was President and founder of Asociadas de Puertas International, Ltd., an International company trading in the development of ports and international trade matters. Mr. Overman traveled with Gov. George Allen on trade missions to Canada and Central America.

Mr. Overman was born in Elizabeth City, N.C. His mother was the former Louise Schmidt of Richmond and his father, William Charles Overman, a native of Elizabeth City. In 1952 he married the former Anne Langdon Townsend of Marshall, Va. Mr. Overman was a member of Galilee Episcopal Church, a member and former president of the Princess Anne Country Club and until his recent illness a member of the Board of the First Virginia Bank of Tidewater and the Pendleton House Society in Elizabeth City. His professional affiliations were numerous: Life member of the American Society of Civil Engineers; Life, fellow and charter member of the National Academy of Forensic Engineers; Panelist American Arbitration Association; member of National Society of Professional Engineers; Life member of the American Water Works Association.

Mr. Overman is survived by his wife of 43 years, Anne Townsend Overman; two daughters, Ellen Overman Sinclair and Louise Edwards Overman of Virginia Beach; a son, William Charles Overman III of Tarboro, N.C.; three grandsons, John Carter Sinclair, William Townsend Midgett, and William Charles Overman IV; and one granddaughter, Emily Pippen Sinclair.

A church service will be held at Galilee Episcopal Church Wednesday at 2 p.m. by the Rev. John D. Burley and the Rev. John Jordan. Burial will be at the Eastern Shore Episcopal Church Cemetery in Virginia Beach. Memorial donations may be made to 50-B Memorial Scholarship Fund, VMI Foundation Inc., 305 Letcher Ave., Lexington, Va. 24450. H.D. Oliver Funeral Apts., Laskin Road Chapel, are handling arrangements.
