Charlie Lee Carr Jr., 47, died Dec. 11, 1995, in his residence.
Mr. Carr, a civil engineer technician, worked for the Army Corps of Engineers for 20 years.
Survivors include his wife, Deborah A. Carr; his mother, Golda Mae Hargrave of Suffolk; a sister, Cora Mathias of Suffolk; two brothers, James Harvey Carr of Suffolk, Charles Carr of Chesapeake.
The funeral will be conducted at 11 a.m. Friday in Snellings Funeral Home, George Washington Highway Chapel. Burial will be in Chesapeake Memorial Gardens. The family will receive friends at the funeral home from 6 to 8:30 p.m. Thursday.
