Central Fidelity National Bank, which operates branches at 27 Farm Fresh supermarkets in Hampton Roads and Richmond, will open offices at seven Wal-Mart Supercenter stores elsewhere in Virginia. The branches will be installed during 1996 at new Wal-Mart stores in Roanoke, Christiansburg, Martinsville, Farmville, Winchester, Colonial Heights and Chester. ``The high volume of shopper traffic and repeat weekly visits make the Supercenters prime locations in which to operate bank branches,'' Richmond-based Central Fidelity said. The State Corporation Commission on Wednesday adopted the basic rules for allowing competition in local phone services. Earlier this year, the General Assembly authorized so-called local-exchange competition for carriers like Bell Atlantic-Virginia, beginning Jan. 1. It told the SCC to adopt the rules. The SCC said it would require competing carriers to provide access to emergency 911 and directory-assistance services and to provide white-page phone listings, among other things. Still to be resolved: rules for assuring service to poor and rural residents, and for letting new competitors buy phone services from existing carriers and resell them to consumers. (Staff) by CNB
