CITY NAMES DIRECTOR OF MARKETING

Kenneth M. Wheeler has been named director of marketing and communications for the City of Portsmouth, effective Monday.

His duties will include overseeing a broad range of external and internal marketing and communications activities, according to a news release issued Wednesday.

Wheeler is currently president of MDC Counselors, a marketing, development and communications counseling business in Virginia Beach. In the past 12 years, he has worked with more than 75 businesses, governments and associations, including General Electric Co. and Continental Airlines.

Wheeler recently conducted workshops in marketing and communications for the Portsmouth City Council and for the city manager's staff and department heads.

He is editor of ``Effective Communication: A Local Government Guide,'' published by the International City/County Management Association as part of its Municipal Management series.

Since its publication in the fall of 1994, Wheeler has conducted workshops based on the book for ICMA and other organizations.

He is an accredited member of the Public Relations Society of America and was founding president of the Hampton Roads Chapter, which honored him for distinguished lifetime service two years ago.

A native of Durham, N.C., Wheeler is a Phi Beta Kappa graduate of the University of North Carolina. Before becoming a private sector counselor in 1984, he worked for six years as a staff writer for The Virginian-Pilot and 12 years as director of the city of Norfolk's Department of Communications and Marketing.

He is vice president of the Norfolk Historical Society and has served as a United Way volunteer, director of the Boys and Girls Clubs, Goodwill Industries and the Virginia Symphony. He also has chaired the Armed Forces Committee of the Hampton Roads Chamber of Commerce. ILLUSTRATION: Photo
