For the past several months I have read that the Medicare proposal by the Republicans is going to cost ``senior citizens'' only $4 a month more than the president's own plan in seven years. Everyone from Rush Limbaugh to Thomas Sowell says this.
But if the president's plan is $4 cheaper over seven years, why consider the Republican plan at all if they're both the same otherwise?
We know, by now, the Republican plan doesn't ``cut'' Medicare benefits, in spite of all the bum dope being put out. But what is the difference? Simple: The president's plan protects Medicare until after the `96 election. The Republican plan saves Medicare for future generations. Suddenly the $4 doesn't seem so important, does it?
