Billie Meggs Foster, 67, of the first block of Sandie Point Lane, died Dec. 22, 1995, in her residence.
Mrs. Foster, a native of Elizabeth City, N.C., was a retired school teacher for Portsmouth, Chesapeake and Tidewater Community College, Portsmouth Campus. She was a member of Centenary United Methodist Church. She was an educator for many years, and a graduate of Louisburg College and Old Dominion University.
Survivors include her husband, Edwin M. Foster; a daughter, Suzanne F. Wyatt of Chesapeake; a sister, Annette M. Steinert of Elizabeth City; a brother, Noel Meggs of Elizabeth City; two grandchildren, Brenda A. Wyatt and Brian N. Wyatt; and several nieces, nephews, many friends, and neighbors. She was predeceased by a brother, Dr. David P. Meggs.
A funeral will be conducted at 2:30 p.m. Sunday in Centenary United Methodist Church by the Rev. Donald H. Seely and the Rev. Celeste Heath. Entombment will be in Meadowbrook Memorial Mausoleum. The family will receive friends at Sturtevant Funeral Home, Portsmouth Blvd. Chapel, from 7 to 8 p.m. today. Memorial donations may be made to the American Cancer Society.
