James L. Milligan Jr., 39, of Lakeview Drive, was reborn Dec. 25, 1995, in his residence.
He was a native of Norfolk and was a member of Little Creek Amphibious Base Catholic Chapel. He worked for the Department of Emergency Planning of the Norfolk Naval Shipyard in Portsmouth. He was a graduate of Virginia Wesleyan College, a former forensic serologist with the FBI for five years, a member of the Pilots Association, an avid photographer and musician, and an accomplished artist and former model. He also played the piano, loved speed boats and sports cars.
He is survived by his parents, James L. Milligan Sr. and Fay Lyons Milligan of Virginia Beach; an aunt, Jean Zanoes of Vandergrief, Pa.; uncles, Bud Lyons of Denton, Texas, and Patrick J. Lyons of Norfolk; and his two dogs, Tyler and Kato.
The funeral will be at 10:30 a.m. Thursday in Little Creek Amphibious Base Chapel by Father Edward L. Richardson. Burial will be private. Rosary will be said at Hollomon-Brown Funeral Home, Bayside Chapel, today at 7 p.m., where the family will remain until 8 p.m. Memorial donations may be made to the James L.
