I suggest that if the writer of ``Enslaved'' (letter, Dec. 19) feels like chattel bound to support welfare families, he should immediately, energetically, investigate and improve the structural cause of poverty: fathers not paying child support, low-wage jobs (you need to earn $7 an hour to pay for cheap shelter, child care and transportation), the absence of a national health-care program and the absence, too often, of adequate and safe child-care facilities.
The question should be ``How do we help families out of poverty?'' not ``How do we force people off welfare.''
