A former Norfolk sheriff's deputy, who ran unsuccessfully for sheriff in 1993, was arrested late Friday afternoon in connection with the sexual assault of a 9-year-old Norfolk girl, said police spokesman Larry Hill.
Chevy R. Shivaee, 57, was charged with two counts of object sexual penetration and two charges of aggravated sexual battery. He was arrested at the Police Operations Center on Virginia Beach Boulevard.
Shivaee lives in the 8100 block of Shore Drive. Children in the neighborhood know him as ``Candyman,'' Hill said.
The crimes occurred between July and Christmas Day. The first offense occurred in the 200 block of W. Ocean View Ave. and the second at Shivaee's home, Hill said.
In 1993, Shivaee was one of four candidates who challenged incumbent Sheriff David K. Mapp Jr. Robert McCabe won that election.
That year Shivaee told reporters that he was an honor guard for the shah of Iran and a retired colonel with the Army Special Forces. He worked at the jail from 1984 to 1990. He walked off the job when he saw a female inmate shackled to bars, he said.
Shivaee was more recently employed by Coastal Security Services Inc. in Virginia Beach, police said.
The investigation is continuing and additional charges are pending, Hill said.
