Shirley H. Forbes, wife of Del. J. Randy Forbes, was selected as ``Grassroots Volunteer of the Year'' by the Republican Party of Chesapeake.
Forbes was presented the award by Mike Thomas, state secretary of administration, at a dinner held in her honor. Participating in the presentation were Del. Forbes, Sen. Fred Quayle, Commonwealth's Attorney David Williams, Vice Mayor Robert T. Nance Jr. and City Treasurer Barbara O. Carraway.
