The federal government shut down because we don't have a budget.
This could have been avoided if we had a law stating that House members and senators and the president himself would not be paid any salary after the old budget expired until they agree on a new budget.
The innocent federal employees should not be the ones out of work because the Congress can't agree on a budget. Congress and the president should take the loss of salary. That would lead to a quick solution before the old budget expired.
