PRACTICING FOR A DISASTER

ILLUSTRATION: GARY C. KNAPP

A local search-and-rescue team dug through the debris of three

collapsed apartment units on Friday as part of a drill. After a

bulldozer razed the buildings in the abandoned Carper Apartments

Navy housing complex in Virginia Beach, drill leaders inserted

mannequins and some live ``victims'' into the rubble. More than 150

rescue personnel worked to shore up the buildings and free the

``victims.'' Jim Elliot, a Norfolk paramedic, left, Robert Helfant,

center, who discovered the ``infant'' (actually a doll), and David

Layman of Newport News use a makeshift stretcher to remove the tiny

``victim.'' Members of Virginia Task Force 2 helped with last year's

rescue operation in Oklahoma City after a terrorist bomb ravaged a

federal building.
