The City Council on Tuesday reluctantly endorsed creating a new toll road between the Midtown Tunnel and the Western Freeway.
The council wants the $113 million connector to help alleviate traffic through Port Norfolk. It supported the toll road as a way to speed up construction.
The council's reluctance came because it had to approve the idea before officials decide how much the tolls will be and where the booths will be located.
State officials will do several traffic studies before determining those details.
``I'm going to vote for it on faith, knowing that I may end up paying a toll to go to church in Port Norfolk,'' said Councilman Cameron C. Pitts.
The council's resolution supporting tolls will go to the State Department of Transportation. Officials with the department will begin exploring the options immediately. by CNB
