It is unlikely that President Clinton will be re-elected without a balanced budget. It is my belief that he wants, very much, to be re-elected. The Republicans, on the other hand, do not want Mr. Clinton to be re-elected. It is to their advantage, not his, to remain in this stalemate. Let's look behind the rhetoric and blame to the underlying motivations behind the behavior in this power struggle!
