The former director of the state Division of Marine Fisheries, William Hogarth, has been named acting chief of the National Marine Fisheries Service's Highly Migratory Species Management Division, federal officials said Monday.
In his new position, at Silver Spring, Md., Hogarth will oversee the setting of 1996 commercial and recreational fishing quotas and initiate new fisheries rules. by CNB
