Manns Harbor resident Joseph ``Joe'' Hassell filed Wednesday to run for a seat on the seven-member Dare County Board of Commissioners.
Hassell, whose wife, Shirley Hassell, serves on the county board, will run against incumbent Commissioner Clarence Skinner for a District I seat in the upcoming election.
