As South Hampton Roads braces for the arrival of another winter
storm today, Billy Foltz of Portsmouth bundles up against the cold
as he operates a backhoe. Foltz was installing sewer manholes in
Norfolk's West Ghent section on Thursday. Local residents may find
some icy patches on roads this morning. Forecasts called for rain
overnight, possibly starting as freezing rain.
