On Monday, Norfolk police plan to resume enforcing the HOV-3 entry lane on the Norfolk side of the Midtown Tunnel.
Police stopped ticketing abusers of the car-pooling lane in 1990 because of city budget restraints. The revised enforcement is now being funded by a regional public transportation program.
When police stopped enforcing the lane restrictions - which limit use of the lane to cars carrying three or more people - commuters soon began ignoring the system. Transportation officials hope the new enforcement will speed travel time for ride-sharers using the Midtown Tunnel from Norfolk to Portsmouth. The HOV-3 restrictions will be enforced between 3 and 6 p.m. weekdays. by CNB
