Background: The city lost its old at-large system after the city
lost a federal lawsuit that charged the old system diluted black
voting strength. Under the supervision of the justice department,
the city then divided itself into seven wards - five regular wards
and two superwards. Each citizen is a member of one regular ward,
and one superward. It is the two superwards that are up for
election this May.
