John Morrell & Co., which Smithfield Foods Inc. bought in December, was fined $2 million and agreed to pay $1 million to an environmental trust fund after the federal government charged Morrell with falsifying reports required by the Clean Water Act. The problem in Sioux Falls parallels an investigation under way at Smithfield's two packing plants in Smithfield. Hampton Roads tonnage surpasses Baltimore

Terminals in Hampton Roads handled nearly 9.1 million tons of cargo last year, up 14.1 percent from just under 8 million tons the year before, according to the Virginia Port Authority, which owns terminals in Norfolk, Portsmouth and Newport News.
