Old Dominion University has won a $1 million federal grant to continue its Upward Bound program to encourage disadvantaged students to attend college.
The program offers classes, tutoring and counseling to 75 high school students from Norfolk and Portsmouth. To be eligible, students must be from low-income families and would be the first generation in their families to attend college.
