PAROLE BOARD'S VICE CHAIR, AN ALLEN APPOINTEE, WILL QUIT APRIL 1

Sandra L. Combs, vice chair of the Virginia Parole Board, said Tuesday that she will resign effective April 1.

Combs, one of five parole board members appointed by Gov. George F. Allen in April 1994, is the second Allen administration board member to resign since November.

The first, board chairman John Metzger, quit on Nov. 16 amid allegations that he illegally backdated parole revocation warrants, denied parole without consulting other board members and made sexually and racially offensive remarks to fellow board members.

Metzger has been replaced by former federal prosecutor E. Montgomery Tucker of Dallas, who is due to begin work March 4.

Combs, a Vietnam War veteran who has served on the York County School Board and worked as a nurse and as a professional volunteer, said she is leaving the board to ``pursue more challenging ventures'' in which she can put her ``talents to fuller use.''

Those ventures, she said Tuesday, may include a job as chief operating officer of Luxura Fluid Technologies, Inc., a company founded by her husband, physician Allen Combs. The company will market a shower head that dispenses bath oil, shower gel and other hygiene products. The device was invented by Allen Combs.

``I've been agonizing over this for some time,'' Combs said Tuesday.

``I really like working with the parole board, but each year the budget goes down because they have abolished parole, and we will be doing less. I like things to be more on their way up and creative.''

Combs' resignation becomes effective April 1.
