SUFFOLK WEIGHS EXTENSION OF TRACK PERMIT

The City Council is expected to vote tonight on whether to extend a permit to build an automobile race track that it issued last year to Upton and Arnette Associates.

City officials said that no public hearing is required before the council votes on the request. If approved, the action would extend the permit for the race track through March 29, 1997.

The track's 65 acres are located at the intersection of Nansemond Parkway and Shoulders Hill Road. The land was rezoned last March, but such permits are valid for only one year, and require construction to begin during that time. No work has been done at the site, and the city of Suffolk has been in a legal battle with a group of residents who oppose the race track.

The council is also expected to vote tonight on strengthening and widening its no-truck zone in the heart of downtown. Only trucks making local deliveries would be allowed in the zone and the police would be given a means of penalizing violators.
