Regarding ``Grand jury questions Faucette for 6 hours'' (news, Feb. 2): Fellow Virginia Beach taxpayers, our mom-and-apple-pie School Board and its budget have blackmailed City Council with a unilateral $20 million-plus budget increase for 1994-96. The School Board's attitude: Pay up and shut up, as it knew all along would have to be done.
