WILLIAM A. NIPPER

William Albert Nipper, 73, of 35th Street, died Feb. 23, 1996, in Virginia Beach General Hospital.

Mr. Nipper, a native of Lenoir City, Tenn., was a life member of the National Education Association. He was an FBI agent from August 1952 to June 1961, and a school psychologist with Oak Ridge, Tenn., Schools from August 1961 to June 1988. He graduated from the University of Tennessee in June 1949 and received his doctor of philosophy degree in June 1967. He was a member of the U.S. Army from 1943 to 1946. His role in the community was often unnoticed, for he was a person of quietness, humility, peace and love. William A. and Paulette E. Nipper were married in London, England, on Aug. 10, 1950, and moved to Virginia Beach on June 26, 1988.

Survivors include his wife, Paulette E. Nipper of the home; three sons, Paul I. and wife, Diane Nipper of Oak Ridge, Tenn., Philip W. Nipper, Navy Chief stationed at Kings Bay, Ga., Taylor E. and his wife, Cynthia F. Nipper of Auburn, Ala.; three grandchildren, Paige Alexandra, Kristen Lee, and Blake Emerson; aunt, Sally Early of Lenoir City; and first cousins, Eilene Everett of Colton, Calif., and Edna Bindofer of Kingman, Ariz.

The family will have a private memorial service at a later date. In lieu of flowers, memorial donations may be sent to Childrens Hospital of The King's Daughters, Norfolk, or Mountbatten House, c/o Mrs. Ben Withers, M.B.E., 4703 Ivanhoe, Houston, Texas, 77027. Kellum Funeral Home is in charge.
