In the wake of the recent grand-jury report, several articles have quoted civic leaders on the demise of the once-vaunted Virginia Beach school system.
It is important to note the difference between administrative failure and system failure. The heart of the system is the instructional staff - the principals, teachers and those directly related to teaching children. To use an infantry term, they are on the FEBA - the forward edge of the battle area. This group remains unchanged. Fortunately, they continue to deliver.
The real strength and the heart of the system remains in tact.
