GARY C. KNAPP for The Virginian-Pilot

Trooper Jerome Craig patrols near the interchange of I-64 and Route

44, using Hawk radar. In 1995, the Virginia Department of State

Police arrested 47,998 drivers - more than 130 a day - for speeding

in Division V which includes the Southside and Peninsula.

The Hawk radar unit, held by Trooper J.J. Della Vecchio Jr., allows

an officer to measure the speed of traffic moving toward or away

from him from either a stationary or mobile position.
