The City Council heard few comments from Suffolk residents about the 1996-97 proposed capital improvements plan, which totals $40,379,000.
Only three citizens showed up to voice their concerns about the budget, which is a 242 percent increase from last year's $11.8 million in capital spending.
Their comments centered around extending utilities to areas in need of such basic services. The city currently has 29 subdivisions which lack connections to the city water system and 59 without sewer connections, according to a list by the Department of Health.
The City Council can not vote on the budget until its April 3 meeting.
