An excellent idea would be to reward good younger drivers. All must pay extra for insurance because they are under 25 and not married. Some are good drivers and are being unfairly penalized. If at age 25 they have had no accidents which were their fault, how about refunding all the surcharges paid over the years? It would be a nice chunk of cash and maybe should involve interest, perhaps a down payment on a house. Let the reckless driver pay what he should; treat the responsible driver fairly. What an incentive for a person to drive properly.
