Vernard E. Lockwood II was named senior vice-president/Peninsula executive at Virginia Beach Federal Savings Bank, Oyster Point branch in Newport News. He was most recently senior vice-president and manager at Cenit Bank for the Peninsula commercial and real estate banking division.
HEALTH CARE
Dr. Ivan C.A. Walks was named a new vice president of development at FHC Options Inc., a full-service managed behavioral health care-company in Norfolk. Walks is a neuropsychiatrist and most recently served as the medical director for managed care for the Los Angeles County Department of Mental Health. He will be responsible for educating public entities and providers on managed-care alternatives, developing and implementing provider partnerships, and pursuing state government managed care contracts for public assistance recipients and others.
LAW
Marshall A. Winslow Jr. has become associated with the Norfolk firm of Payne, Gates, Farthing & Radd. His primary areas of practice include eminent domain, land use, zoning and products liability. He was formerly with Anderson & Winslow in Virginia Beach.
Steven J. Harwood was named a partner at McGuire, Woods, Battle & Boothe in Norfolk. Harwood, also a certified public accountant, counsels privately-held and publicly-traded businesses and partnerships on income tax matters, commercial transactions, and tax litigation, and advises individuals on estate planning, planned charitable giving and estate administration and litigation.
H.K. Reveley Jr., in private practice since 1971, has joined Halbert T. Dail & Associates in Chesapeake. He will concentrate on criminal defense, personal injury and Social Security law.
William M. Dozier and Patrick A. Genzler were named partners with Vandeventer, Black, Meredith & Martin in Norfolk. Dozier joined the firm in 1990 and practices in government contracts and environmental law. Genzler joined the firm in 1992 and practices in environmental and computer law.
MUNICIPAL
Nancy C. Tracy was named finance director for the City of Norfolk. She was previously the acting director for the City Finance Department for 15 months. She joined the city in September 1993 as assistant director of finance.

Michael J. Blachman of Bangel, Bangel & Bangel in Portsmouth, was elected president of the Portsmouth Partnership, a non-profit organization which supports the city's economic development efforts. John C. Russ with Moody, Strople & Kloeppel in Portsmouth was elected vice president of the organization.

The Hampton Roads Association for Commerical Real Estate elected Thomas E. Snyder as president and Vincent A. Campana Jr. president-elect. Snyder is a partner with the law firm of Clark & Stant in Virginia Beach and Campana is director of commercial sales and leasing division for Drucker & Falk Real Estate in Newport News.

Steve Pryor was appointed store manager for Peebles Department Store in Norfolk. He was previously store manager for the store in Emporia.
