PATENTS

Robert H. Overton, a senior associate with Haniel H. Wagner Associates Inc. in Hampton, has received a patent from the U.S. Patent Office on a new computerized anti-sway control for container-loading cranes. Overton's invention provides the key to speeding the operation on large, pierside ship-loading cranes by as much as 25 percent, with no change in the crane's structure or motors.

HONORS, AWARDS

The Norfolk Finance Department received the Distinguished Budget Presentation award from the Government Finance Officers Association. The award is in recognition of commitment of the staff to meet the highest principles of governmental budgeting.

Budget documents must be rated proficient in the following categories to receive the award: a policy document, a financial plan, an operations guide, and a communication device.

Since the inception of the GFOA's distinguished budget presentation awards program in 1984, approximately 700 entities have been awarded. The GFOA is a nonprofit professional association serving 12,650 government finance professionals throughout North America.

Nancy Tracy is director of finance with the city, and William M. Bodnar is the budget officer.

CONTRACTS

W.B. Meredith II Inc. in Norfolk received a $3.8 million contract for work on a support operating facility at the Navy Amphibious Base at Dam Neck in Virginia Beach.

Riggins Co. Inc. in Hampton received a $628,961 contract for steam ejector system at buildings 1251A and 1295 at the Langley Research Center in Hampton.

Cottrell Engineering Corp. in Chesapeake received a $520,000 contract for maintenance dredging at Rudee Inlet in Virginia Beach.

Art-Ray Corp. in Suffolk received a $811,133 contract for drainage improvements at Cavalier Boulevard in Portsmouth.

BANKRUPTCIES

Business bankruptcies filed in U.S. Bankruptcy Court in Norfolk:

Raymond Edward Wilson Jr. and Caroline Marie Louise Wilson, Surry General Store, filed Chapter 7 liquidation on March 14 with assets of $83,189 and liabilities of $88,867.

Robert D. Eisen, attorney at law, filed Chapter 7 liquidation on March 18. Assets and liabilities were not available.
