``TR'' SUNRISE SERVICE: The carrier Theodore Roosevelt will hold an Easter Sunrise Service at 6:30 a.m. Sunday aboard ship at Pier 11 of Norfolk Naval Station. Sponsored for 26 years by the Naval Air Force Atlantic commander, the service is open to the public. Guests should plan to arrive early to allow time to board, and may enter through Gate 2 at the north end of Hampton Boulevard. Flat-heeled walking shoes and warm clothing are recommended. Refreshments will be served following the service.

KEARSARGE BEST SHIP: The 2-year-old amphibious assault ship Kearsarge has won the Battle ``E'' for excellence award as one of the best ships in the Atlantic Fleet. Awarded for a combination of accomplishments throughout the year, the ship also received the Golden Anchor Award for achievement in retention; Best Sales and Service Award; and the Commander Surface Force Atlantic Safety Award.

NORTHWEST FIREFIGHTERS: The fire department at Naval Security Group Activity Northwest has been named second runner-up on the ``structural-small'' category of the 1995 Allen G. Ogden Competitive Program. Established to recognize outstanding improvements and advancement of fire prevention and protection within the Navy and Marine Corps, the award was presented to department Fire Chief Gary James.

SAILORS OF YEAR: Petty Officer 1st Class Atkins Jinadu, a gas turbine system technician (electrical), serving with Assault Craft Unit 4 at Little Creek Naval Amphibious Base, has been named Shore Sailor of the Year for the Naval Surface Force Atlantic Fleet. Petty Officer 1st Class John W. Youhas, a torpedoman with Explosive Ordnance Disposal Mobile Unit 6 in North Charleston, S.C., has been named the command's Sea Sailor of the Year. Both men competed with 14 others for the honors and will now enter competition for the Atlantic Fleet Sea and Shore sailors of the year.

JEFFERSON'S EMBARGO: Retired Navy Command Master Chief Joseph Mosier will lecture in the Living Sea Theater of Nauticus on ``Norfolk and the embargo of 1807'' during which President Jefferson placed a trade embargo on British goods after four American sailors were forcibly taken by ``press gangs'' from the U.S. frigate Chesapeake by the British ship Leopard. The incident occurred off Cape Henry in the Chesapeake Bay and nearly led to war. The free lecture, sponsored by the Hampton Roads Naval Museum, is open to the public and will be held at 7 p.m. April 17. For more information, call 444-8971, ext. 117.

HEALTH CARE COUNCIL: Portsmouth Naval Medical Center will hold a Health Care Consumer Council meeting at 10 a.m. Tuesday for all active-duty members, their families and military retirees at the Norfolk Naval Air Station Theater, Bldg. U-40. It will be hosted by Rear Adm. Robert S. Cole. A presentation on ``Third Party Bill Collection Management'' will be featured, followed by remarks from Cole and medical personnel. DECOMMISSIONING:

The crew of the fast attack submarine Spadefish is planning a decommissioning reception May 3 in Norfolk, with an open house on the submarine May 4 at Norfolk Naval Station. A dinner/dance will be at the Ramada Madison Hotel in Norfolk. Former crew members are invited. RETURNING:

A three-month deployment to the Western Atlantic ended March 29 for the fast attack submarine Hyman G. Rickover following 20,000 miles and one port call, to Norway. Commanded by Cmdr. Joseph A. Walsh, the submarine has a crew of 15 officers and 120 enlisted men.

CHANGE OF COMMAND:

Cmdr. David J. Jerabek relieves Cmdr. John M. Caram as commanding officer of Helicopter Combat Support Squadron 6 at Norfolk Naval Air Station. Caram is transferring to the Naval Air Systems Command to be deputy program manager for the V-22 program. Jerabek formerly was the squadron's executive officer. by CNB
