The City Council unanimously appointed three well-known men to serve out unexpired terms on the School Board.
The three, Fred G. Benham, Thomas E. Fraim and Roger L. ``Buddy'' Riggs will serve only until June 30, when newly elected members will take their place.
The vacancies result from the district's recent financial problems, which led to the resignations of 9 of the 11 School Board members.
The council, which already appointed Delceno C. Miles to the Blackwater Borough seat, can name replacements to all the seats held by council appointees.
Monday, the Circuit Court named three other prominent residents to fill unexpired terms of members elected in 1994.
Robert F. Hagans, Jr., a Norfolk attorney, will replace Elsie M. Barnes in the Bayside Borough seat; former Planning Commission Chairman Daniel J. Arris will replace Ulysses Van Spiva in an at-large seat; and former council member Paul J. Lanteigne will replace June T. Kernutt in the Pungo Borough seat.
All three men will serve until 1998 when the four-year terms would have expired.
Benham, a former assistant superintendent with the school district, will fill the at-large seat vacated by Joseph D. Taylor; Fraim, a prominent Sandbridge lawyer and civic leader, will fill the Princess Anne Borough seat left by Robert W. Hall; and former City Council member Riggs will fill the Virginia Beach Borough seat left vacant by D. Linn Felt.
Fraim and Riggs will take office immediately. Benham will replace Taylor when he steps down in May.
