City Manager James B. Oliver Jr. has named Robert B. Smithwick as special assistant to the city manager, effective May 1. Smithwick directed the city's Department of Development and served as executive director of the Industrial Development Authority for more than a decade. During his tenure, he has been credited with bringing USAA Insurance, Harris Publishing, the U.S. Coast Guard, American Funds and other businesses to the city.
``Bob's outstanding leadership produced dozens of major projects for Norfolk, most recently MacArthur Center, a $300 million shopping complex that is without question the most significant economic development activity in the city's history,'' Oliver said.
Judy A. Begland, currently the city's assistant development director, will assume day-to-day responsibilities of the department. by CNB
