QUESTIONS ABOUT LIGHT-RAIL COSTS

Your April 14 editorial supported a light-rail system between the Oceanfront and downtown Norfolk.

Some things were not mentioned. How were cost estimates arrived at? Will Norfolk Southern retain any use of the present right of way? Is the right of way being purchased or leased? What is the cost?

The consultants estimate ridership at 13,000-15,500 daily when the service is first ready for business. Such would increase as traffic congestion worsens.

Many of the residents of Norfolk are familiar with the work provided by consultants. Remember Granby Mall, Waterside and the 800,000-plus visitors to Nauticus? The last estimate has cost Norfolk taxpayers an additional $1 million yearly. Perhaps more help will be required.

What will the fare be between the Oceanfront and downtown Norfolk? What ongoing funding can be expected from the state and the federal governments? Who finally pays the tab if the whole enterprise fails?
