Kay A. Kemper, Old Dominion University's vice president for institutional advancement and longtime lobbyist in Richmond, has announced that she will resign July 1 to start her own consulting firm.
Her new venture, Capitol Strategies, will rely on her legislative expertise. It will track legislation, provide clients political education and offer them representation in Richmond. ``What I've really, really enjoyed was the legislative end of things,'' Kemper, 50, said Friday. ``I've done that for 16 years.''
Kemper, a former public relations coordinator for the Norfolk school system, joined ODU in 1983 as director of governmental relations. In 1992, she was named vice president at Old Dominion, becoming the first woman in the university's history to hold the title.
Kemper said Friday that ODU had been a ``great place to work'' but that she had achieved most of her goals and was looking for a new challenge.
Under her tenure, Kemper said, the university recently hired a new director of alumni affairs, increased media exposure locally and nationally, and recently completed ``the best session in the legislature in the history of Old Dominion.''
``Kay has done an outstanding job on behalf of Old Dominion and is well-respected among the many constituencies she has served,'' said ODU's president, James V.
