Editorial writer Kerry Dougherty's column ``Virginia Beach needs a new vision'' (Perspectives, April 13) was right on the mark. Major long-range, coordinated land-use planning will ensure that the large and very valuable parcel of land at Lake Ridge will become a major asset for the area and not just another hodgepodge of poor development.
Virginia Beach has done a wonderful job of improving the boardwalk-Atlantic Avenue resort area, but it is folly to even consider spending $161 million on a Pavilion Development Plan before Pacific Avenue is cleaned up, beautified and improved.
No area in Virginia Beach is more visible, low class and tacky than Pacific Avenue. It is also the first place that visitors see when they reach the Beach.
This area needs to be the first priority of city planning and funding in order to upgrade the image of Virginia Beach. Put the time, energy and focus of our planners and City Council where it will be most effective - and get on with improving Pacific Avenue.
