Rachel Screen Printing Co. of the 5600 block of Virginia Beach Blvd., Norfolk, has bought a 40,000-square-foot building vacated when London Fog closed a raincoat factory in Portsmouth in 1993. Rachel Screen Printing employs 37. Robert G. Judd, president of the company, said he plans to add 10 people within the next two years. The company does custom and contract screen printing. London Fog made raincoats at the facility at 40 Claremont Drive, a site near Interstate 264, for 27 years. More than 300 people were employed there at the time the plant was closed.
