Incumbent City Councilman Cameron Pitts' campaign has gone to the dogs.
Recently - before the filing deadline for campaign contributions - Pitts received a package from an anonymous sender at his house. The small box contained a brand-new, $100 bill wrapped around a - dog biscuit.
It was a campaign contribution, but what did it mean?
Pitts, always ready with a positive spin on things, took it to mean that even Portsmouth's dogs want him re-elected.
