KITTY HAWK BANS ``ADULT'' BUSINESSES TOWN COUNCIL ALSO AGREED TO ASK FOR WATER LINE EXTENSION.

Adult-oriented entertainment businesses will be prohibited in this beach community, the Kitty Hawk Town Council voted unanimously Tuesday night.

Without comment, the five-member panel passed zoning ordinances which define adult entertainment and block permit applications for sexually-oriented establishments for one year.

In other action, the council agreed to submit a resolution to the Dare County Board of Commissioners asking them to extend water lines to eight lots on Covered Bridge Road.

Starkey Sharp, a Kitty Hawk attorney representing property owners on that street, said a majority of the property owners support the water line extension and are willing to pay assessment costs for the service.

However, Councilman Carl Parrott, while supporting the water line extension, expressed concerns that property owners near the eight lots be made aware of the request.

``I'm worried about the people on surrounding lots,'' said Parrott. ``I would hope that all of those property owners would be informed as well.''

The request for a resolution is the first step in the water extension process. Next, Dare County will notify property owners of the request. Then, a public hearing will be held.

If the Dare County board approves the water extension, it would become part of a project under way on Ridge Road. Work on the Ridge Road extension is scheduled to begin this week.

The council also went on record in opposition to a plan to extend a water line from a water treatment plant in Kill Devil Hills to a Kitty Hawk hotel under construction.

Officials at the Outer Banks Beach Club plant wanted to extend the line to the hotel. Responsibility for the system in the event of a problem was a key concern among council members.

``I don't think we'd have any control if the system broke down in another town,'' Councilman Ken Hollowell said.

Also during Monday's meeting, the Kitty Hawk council:

Approved a $2,500 contribution to Babe Ruth Baseball.

Established a new zoning designation, MS-1, for the Dare County Welcome Center, the North Beach Medical Center, the Kitty Hawk Town Hall and the Kitty Hawk Fire Department property. The properties had formerly been designated as either Beach Residential or Beach Commercial. The new classification covers governmental, medical and emergency services properties.

Asked Town Attorney John Gaw to look into strengthening local ordinances governing abandoned properties. Gaw said he is reviewing the ordinance and will make a recommendation to the council. The issue arose when residents complained about abandoned cars on residential lots, which they say are a potential health and safety hazard.
