I think I have a simple solution for the household recycling pickup problems (in Virginia Beach and elsewhere, too).
My solution: Provide blue plastic trash bags to each household. When a bag is filled, it can be dropped into the trash can for curbside pickup on regular trash day. Once the truck is unloaded, the blue bags can be retrieved and later emptied - recyclables segregated by contractors, sheriffs' work force, volunteers, whoever.
I read about some cities in the Northeast doing this, and it seemed to work pretty well for them. I think it would work pretty well here, too. Virginia Beach could be a test site for the region to verify the method. I know that the recycling drops are a disaster: Most people won't do it.
