The biggest surprise in the recent Norfolk City Council election should not be the Westside-establishment's involvement in Daun Hester's victory but, rather, the striking similarity between the concerns of white and black voters. Voters of both races chose moderation and consensus-building over stridency and fractionalization.
In a city all too often faulted for political Balkanization along racial, ethnic and economic lines, this should be cause for celebration, not just scrutiny.
