HEARING ON FALSE CAPE

The public will get a closer look today at a state-federal proposal to regulate access to one of Virginia's most remote and environmentally fragile areas: False Cape State Park.

Staff from the park and the Back Bay National Wildlife Refuge - through which most people must travel to get to False Cape - will be available to explain the proposal from 3 p.m. to 8 p.m. at the Princess Anne Recreation Center on Ferrell Parkway.

False Cape and Back Bay are poised on a barrier spit in southern Virginia Beach.

There has been disagreement for nearly 30 years about how to protect migratory bird populations in Back Bay while permitting foot and vehicle traffic along the barrier to the park.

The proposed agreement includes minimizing disturbance to the refuge by providing access along refuge dikes and beach, including use of a visitor transport system, or ``people mover'' that would reduce the number of daily trips. by CNB
