Judge Ronald H. Marks, chief judge of Virginia Beach Juvenile and

Domestic Relations Court, uses the licensing ceremony to speak to

parents and teens about the responsibilities of driving and to hand

out a Driving Contract. All five Virginia Beach judges give the

contract to teens.
