At its annual luncheon meeting on June 12, the Downtown Norfolk Council will honor Mayor Paul D. Fraim as ``Downtowner of the Year.''
The meeting will be at Norfolk Waterside Marriott. The Downtown Norfolk Council chose Fraim for his contributions to making government more accessible to citizens and his efforts to promote a higher level of understanding between downtown and its neighborhoods.
A strong supporter of the Norfolk 2000 Plan, Fraim played a leadership role in the development of Harbor Park, the creation of the downtown Norfolk campus of Tidewater Community College and the plans for MacArthur Center. The Downtown Norfolk Center will present the Roy Badgley Distinguished Service Award to Brook and Kelly Smith, owners of American Rover. Also at the meeting, Focus Forward, a downtown strategic plan, will be unveiled by the Downtown Norfolk Council. by CNB
