TOP JAILER: J.R. ``Jack'' Dewan, superintendent of the Western Tidewater Regional Jail in Suffolk, was named Jail Administrator of the Year by the American Jail Association during its international conference in St. Louis, Mo.
The association, dedicated to professionalism in jail operations and management, includes members from the United States, six European countries, Australia, Canada and Puerto Rico.
Dewan's selection was based on his experience as a jail administrator and regional jail superintendent, exemplary operational programs initiated and conducted for both jail staff and inmates, and overall expertise in jail architecture, security and operational matters.
Before becoming Western Tidewater Regional Jail superintendent in 1991, Dewan was the first jail administrator of Virginia Beach, chief deputy sheriff, state training analyst for the Department of Criminal Justice Services in Richmond and director of the Portsmouth Sheriff's Office Training Academy.
