neighborhood drainage ditches. For months, Hall Place residents have
been asking Suffolk city officials and the housing authority to help
them improve their neighborhood, which borders the downtown business
district. Homeowners in the community have been reporting housing
violations to the city, patrolling the streets to fight crime and
