NOT SO WELL

The Chesapeake Public Utilities director's endless quest for palatable water is manifested in a recent plan to spend $102,600 for nine new wells to which residents can journey with jugs to quench their thirst.

Commendable or not, it raises the question: Why did Amar Dwarkanath abandon two wells in the Civic Center from which thousands of residents drew water up until several years ago?

And why has the 100,000-gallon water tank, also in the Civic Center, been allowed to rust? Is it because City Council so eagerly spends millions of dollars to build new facilities that there's no incentive to maintain the old?
