Mayor-elect James W. Holley, Circuit Court Judge Johnny Morrison and other Portsmouth dignitaries will be honored at a reception during the 15th annual Conference of the Hampton Roads Chapter of the Conference of Minority Public Administrators on Thursday and Friday.
The reception, which will honor Portsmouth Commonwealth's Attorney Martin Bullock and Portsmouth community activist Lucy Overton along with other African Americans throughout Hampton Roads, will be at 5:30 p.m. Thursday at the Hampton Holiday Inn and Conference Center on Mercury Boulevard.
Friday's conference will begin at 8 a.m. and end at 5 p.m. The featured speakers are Dr. Shirley Pippens, president of Thomas Nelson Community College, and Dr. Samuel Proctor, professor emeritus at Rutgers University in New Jersey.
There will be workshops on such topics as ``Neighborhood Initiatives: How Do We Build Partnerships?'' ``The Role of Women in Public Service,'' and ``Changing Roles of Human Resources in the Development of High Performance Organizations.''
