U.S. Rep. Robert Scott will have a Republican opponent this fall.
Elsie Goodwyn Holland, a Richmond educator and longtime GOP activist, has been nominated to run against the two-term Democrat, 3rd District Republican Chairman Don Moon said Monday.
Holland, 60, an elementary school vice principal, was appointed to the University of Virginia board of visitors in 1994 by Gov. George F. Allen. She was a member of African-Americans for Allen during the 1993 gubernatorial campaign.
A native of McKenney in Dinwiddie County, she has bachelor's and master's degrees from Virginia State University and a doctorate in elementary education from U.Va.
She has never held elected office.
In an interview, Holland said she is running because she believes women - and black women in particular - are underrepresented in Congress. She said her campaign will stress limited government and a strong work ethic.
Today is the deadline for party nominations.
Democrats in the 1st District, which includes the Peninsula and Eastern Shore, nominated Hampton labor leader Russell Axsom over the weekend. Incumbent Rep. Herbert Bateman and challenger David Caprara are vying for the Republican nomination in a primary today.
Republicans in the 2nd District, which includes parts of Norfolk and Virginia Beach, nominated right-to-work lobbyist John F. Tate last month to run against incumbent Democratic Rep. Owen Pickett.
It appeared Monday that 4th District Rep. Norman Sisisky, a Democrat, will not have a Republican opponent.
